Understanding the assessment

What is a Functional Capacity Assessment?

A Functional Capacity Assessment, often called an FCA, looks at how a person manages day-to-day activities at home, in the community and in other relevant environments.

The assessment considers what the person can do independently, where they need assistance, how their disability or functional limitations affect everyday tasks, what supports are already in place and where additional support may be required.

The purpose is to build a practical, evidence-based picture of everyday function. The exact assessment approach varies according to the person's age, needs, goals, environment and reason for referral.

Areas of function

What may be considered during an FCA?

The NDIS describes six broad functional domains. An Occupational Therapy FCA may also examine the real-world tasks, environments, risks and supports relevant to the individual referral.

Communication

How the person understands and expresses information, and what support may be needed for effective communication.

Learning

Learning new information or skills, applying knowledge and participating in learning activities.

Mobility

Moving around, transfers, walking, stairs, community access and the use of mobility aids where relevant.

Self-care

Personal care activities such as dressing, bathing, grooming, eating and toileting.

Self-management

Managing routines, decisions, appointments, health needs, daily activities and other responsibilities.

Social interaction

Interacting with other people and participating in social, recreational and community activities.

Depending on the referral, AnnOT may also consider domestic activities, community participation, cognition, sensory or environmental factors, routines, current formal and informal supports, safety, assistive technology, home accessibility and the person's stated goals.

When might a Functional Capacity Assessment be useful?

An FCA may be useful when a participant, family, Support Coordinator or other referrer needs a clearer understanding of how functional needs affect everyday life and what supports may be appropriate.

  • Planning for greater independence or changes in living arrangements
  • Clarifying the level of support required across daily activities
  • Considering equipment, environmental modifications or other practical supports
  • Providing current functional evidence for an NDIS-related purpose where appropriate

The AnnOT FCA process

The exact process is tailored to the person and the purpose of the assessment.

STEP 1

Referral review

AnnOT reviews the reason for referral, location, available information and whether the requested assessment is suitable.

STEP 2

Information gathering

Relevant history, goals, existing reports and information from the participant or authorised supports are considered.

STEP 3

Assessment

Anju assesses functional abilities and support needs using interview, observation and appropriate assessment approaches.

STEP 4

Analysis

Findings are considered in the context of the person's everyday environment, goals, supports and functional needs.

STEP 5

Report

Where included in the agreed service, a written report documents relevant findings and recommendations.

Community-based assessment

Assessing function where everyday life happens

Where appropriate, an FCA can include assessment in the person's home, supported accommodation or another relevant everyday environment.

This can help provide context about routines, environmental barriers, supports, safety and how tasks are actually completed. Telehealth may also be used for suitable parts of an assessment or follow-up where appropriate.

Home environment

Understand how layout, access and the physical environment affect everyday activities.

Real routines

Consider the person's usual routines, responsibilities and functional demands.

Current supports

Understand how formal and informal supports currently assist the person.

Practical context

Ground recommendations in the person's actual functional circumstances.

NDIS-related assessments

Functional Capacity Assessments and the NDIS

Functional information can be relevant to NDIS access, planning or plan reassessment processes depending on the person's circumstances and the purpose for which evidence is requested.

The NDIS describes a Functional Capacity Assessment as an assessment of a person's ability to perform daily tasks at home, at work and in the community. It considers six broad functional domains: communication, learning, mobility, self-care, self-management and social interaction.

An FCA can help provide evidence about how an impairment affects everyday function and can help inform understanding of support needs. It is not, by itself, a guarantee of NDIS access, plan approval, funding or any particular support outcome.

AnnOT's assessment and reporting are based on the information available, clinical assessment findings and the agreed purpose of the referral.

Important: NDIS requirements and processes can change. Participants and referrers should confirm current requirements with the NDIA or their NDIS contact when an assessment is being obtained for a specific NDIS purpose.
